Anyone in the whole world can simply go to the site of NCSoft, buy a GW key online ($44), download the initial client (75K), and start playing.

You almost sound like you think bots are a good thing. And I'm very sure a.net has people that understand many different languages.
Bots are a problem, they annoying and causing all the farming areas to be reduce to nothing. Gates of Kryta alone shows that.
Don't like the way this thread is going, its going a bit flaming, hope it gets locked.

No i don't think bots are a good thing. It's just profesional intrest in the techniques they employ.
Just like for instance computer viruses, bot programs aren't very complex or anything, but they are however very creative in how they tackle problems, which makes them interesting.

I see what you mean now, you didn't word your post very well. Bots yes must use interesting programming, but they are only able to do what their programmed to, which is my hope A.net continue to ban anyone using them. But lately they don't seem to be doing anything about them. All the warning and people are still boting away

Well stopping bots might not be as straight forward as it seems.
Although for a human being it is quite easy to recognise a bot, for software it isn't. (And i'm quite sure Anet isn't planning to hire a army of super inteligent monkies to detect bots)
D2 was basicly the place i think where all the bot strategies where born.
irregular walk patterns. random waits. random speaking.
Now taking that a "human" farmer, basicly tries to be as much as a bot as possible. (sometimes it's even quite scary how after a while of farming your fingers know just when to hit what skill)
Now sure there are other means of detecting bots than realy looking what a player is doing, but also this battle got fought in D2.
for every measure Anet takes in this respect the bot makers will simply devise a counter-measure.
And here in lies also the answer to the botting problem. If you attack the bot head on, the maker will see it as a challenge he wants to overcome.
If you simply take away the gain of botting (nerfing bot spots) the bot maker wouldn't really care, because quite possibly he finds making and tunning the bot program much more rewarding then the actualy reap.
However the people whom use the bot for profit no longer get the profit, and for them this changes the ratio `risk`vs`profit` of using a bot.
Quite fast a deal of people will quit botting, because Anet made there aggresive stance clear and the rewards went down dramaticly.
Now because there will be less botters, the remaingingbotters will get more pressure on them because the safety by nummbers is declining.
Which hopefully turns into a viscous circle where more botters will quit because botters they know are quitting because they think it's to dangerous.
On D2 they once had a very good run with a similar strategy, where they saved up bot account to ban them in one big anti-bot strike.
Perhaps they banned 5000 bot account or something, but because they made a big thing of it 10.000 more bot account simply disapeared because people thought it was getting to dangerous to bot.
(nummbers are fictional just to give a idea, i don't have a clue how many bot accounts got banned then, and how many botters quit after that)

One can argue this all day, the obvious solution for this:
Region : Asia
Districts : Korean I, Chinese I, Japanese I, Indian I , and the rest.
Its done on the European Servers [English, German, French districts etc], why not use the same logic for Asia?
Is there some law in Korea/Asia prohibiting this from happening, or is a different A-net team handling the Korean side of operations? I mean come on, this is really one of those "duh" moments.

Yes, I too find it's wierd that Korea has it's own server while The europen countries dont. Even the American server isnt REALLY a single-country server, Canada is ALSO in North America, and thats a big chunk of landmass too. Korea should become Asia... just because many Koreans play, thats no reason to force someone in Japan to play on an American or European server.

I think the point has been made that there are suspected bots in Ember Light Camp.
Those of you with these suspicions, please take screenshots and/or save chat logs and send them to ANet.
